I recently moved to Finland and brought my own permanent hair dye from the USA.I ran out and I noticed it’s kind of difficult to find hair dye in here, I’m talking about profesional hair dye, not hair dye boxes. I usually do my roots with 40 vols and every 6 months I go to a hair salon to get my highlights.
I went to the hair salon and I asked the same question and the hairstylist didn’t know why profesional hair dye is not available for the public.
I found a page “notino” and I bought peroxide and some hair dyes but they don’t have any options
Anyways, I hope someone from Finland can reply to this and tell me. Why is so difficult to find hair dye and where to find more selection

EU regulations are much more stringent than in the US is the reason why. In the UK I’d buy on Amazon or eBay, so that’s all I can suggest I’m afraid. I’d even import from the US sometimes.
