I am naturally dirty blonde, and I wanted to dye my hair light pink all over. I've never dyed before, and I've spent this whole day trying. On my first attempt, I bleached per directions to a mostly pale blonde with medium blonde underneath and diluted pink Splat hair dye before applying it. I left it in for an hour, but when I washed it out, I had one nearly imperceptible streak. I figured I hadn't bleached enough so I repeated the process again, this time leaving it in for nearly 2 hours. I ended up with a few more nearly imperceptible streaks.
Is the dye having trouble taking to my hair? Should I not dilute it as much? I'm new to this, I don't know where to go from here.
Well, a few things could be happening. Firstly, did you wash the bleach out thoroughly without using conditioner? Conditioner can prevent dyes from working properly. Secondly, from what I have heard Splat is not a very good dye and if you are diluting it then it would have an even harder time saturating your hair. Thirdly, I'd suggest leaving it on at least two hours if not more, this is especially helpful for weakly pigmented dyes. Fourthly, this is probably not the case but if your hair is too damaged it won't be able to retain color. It is advised not to bleach or otherwise process one's hair more than once a month. To do so could cause undesirable (and obviously irreversible) damage.
There is one more thing. If your hair is still too dark, it won't show a very pale pink. You need a toned to white base for very pale colours.
I think the brand you are using is your biggest problem

Second this, Splat really doesn't dilute well like other semi perm dyes do. The color tends to go patchy and not stick when diluted. Any other dye (except maybe NRage because it doesn't like to dilute either) would be a better choice if you want a paler color.
