I have been wanting to dye my hair blue/turquoise for a long time now, However, unnatural colors are against school dress code, so I've stuck to natural things like ombres and blacks. On the other hand, my last day of school is tomorrow so I can dye my hair for the summer! But I have so many questions...
Right now my hair is my natural dark brown with the bottom layer dyed black. It's around 30 inches and very thick and slightly wavy. I want to go purple/blue/turquoise, but I can't decide on a brand or whether I want to bleach my whole head or leave some so I can retain some natural undamaged hair.
I've been reading a lot, and currently I'm leaning towards Manic Panic colors, which I think are anywhere from $9.00 - $11.00 for 4 fl oz. However, I've also been looking at Jerome Russel's Punky Colors, which are around $7.00 - $8.00 for 3.5 fl oz; and Special Effects color at $12.50 for 4 fl oz.
What is the best deal and which is the best brand for me?

Where I begin the dark purple at he crown and fade to blue then turquoise then mint. This would require bleaching my entire head and this is what worries me. I've been growing my hair for years and I would hate to damage it.
OR my second idea. This is my safer option, I would leave my hair black on top and begin color at the base of my neck, so I'd only have to bleach/lighten half of my hair.
But if I did this, would I want to still use 3 or 4 colors? should I reduce it to 2 so it doesn't look 'crowded'?

I do know that I want my color to have dimension and look healthy, and not look flat. I can't stand flat looking hair. I would like to use 3-4 colors, and I know I want to have the darker purple/blue at my roots/crown and the light minty green at the tips. It also needs to be something that won't be hard to remove after summer break.
How do would I remove the color and what would I do to restore it to a 'natural' haircolor?

The chances of getting the areas that have been dyed black light enough for pastels are pretty slim. All the colours in your examples need a light blonde base, so i would concentrate on getting an even and light base first, which is always tricky especially with hair that has been previously dyed, before making a final decision on colours.
Start with colour removers, they will make bleaching much easier.
To get from black to pastel without damaging your hair will take months though, it won't be possible in a short time frame. If you are only keeping the colour for a short time I would go for something darker, or just do streaks.
