Can you explain what you mean by tie and dye? Maybe show a picture?
You can mix all shades of Crazy Colour, Bubblegum blue is much more delicate and is likely to get swallowed up by the Peacock blue. Peacock is a very green based shade, if you want it to turn out more blue and less green you need to add some pink or purple. Both colours need a very light base, Peacock comes out very teal if put over yellow blonde.

So you mean a gradient with a darker turquoise at the top and a lighter one at the tips?
I think you would be able to achieve that with those colours as long as you have a very light, toned base. If you only want to buy one colour you could just dilute the Peacock blue with lots of conditioner to make a lighter turquoise.
