...and to top it off, I might be closer to legally buying alcohol than to dyeing my hair. I'm a virgin, people.
Uhh...back to the main topic.
I have 30 volume developer in my power right now. Can I apply it and achieve a light blond color? Too much to ask? Will I be capable of creating light blond if I apply the 30 again?If so, do I wait a week to apply again? Must I use bleach? Am I being too n00by? :'(
And of course the basics: How long do I leave it on? How to apply? My hair is freakin short??

If your hair isn't really dark you should be able to get to a pretty light blonde with one 30 vol bleach session. You will have to use bleach to lighten your hair.
For timing, normally the bleach packet will have suggested timing instructions you can go by. If you want to be more sure of your result you can do a stand test and see how long it takes for one small part of your hair to get as light as you want.
When you're dying you want to make sure your head stays swarm and your hair doesn't dry out, so put a plastic bag or dying hair thing over your hair followed by a towel and be in a warm room if you can, this will make the bleach work better. You can check the lightness as it's going by scraping bleach off of a bit of hair to see the colour. And wash it off when you need. I have medium warm auburn hair and I normally only need 35 minutes in a warm room. We can't really tell you the exact time you need because so many little factors affect it.
You need to leave at least a month between full bleaches π

Yep it can, you want to get a violet dye and dilute it a load with cheap white conditioner to tone the yellow bits and a blue dye diluted a ton to make a toner for the orangey bits π
