I can't help you on the color b4 because I never used it. I suppose you should tone after using it, but someone else on here will give you a better advice.

As for the toning itself, mix a little bit of dye with conditioner according to your hair length (I use 2 tablespoons conditioner and 1 not very full teaspoon dye, but my hair is looong) and leave it on your hair for some minutes, e.g. five or so

There is no real step by step because it's a bit different for everyone.

You need to mix the dye with conditioner. There's no real ratio I can give you, but 8 parts conditioner to 1 part dye should be ok. Neon blue is strong, so you don't need much.

Start off with a strand test to make sure it's ok. Wash that strand (just shampoo, no conditioner), put on the dye, leave for an hour or so and wash off. If it's the result you want, wash all your hair and apply.

If it's slightly blue tinted, use less dye. If it's still orangy, use more blue.

Great thanks, i know youve said you can apply straight after using colour b4 but if my hair has been darkening a few days after using colour remover should i wait a week or so jsut in case. Is ut best to use kids shampoo for the time being to stop the hair darkening , sorry for all the questions but ive always dyed my hair dark so this is a new venture for me lol

What colour is your natural hair? if it's lighter than the rest, then I wouldn't tone it. If it's darker, it won't really get affected by the toning.

If your hair has been darkening after using a color stripper/ remover then you haven't shampooed and rinsed enough to remove the old dye. The darkening is from the color re-oxidizing. You really need to rinse for a long time to remove those color molecules.

I rinsed for a total of 20 mins each time

Still not enough if it is re-oxidising. Make sure you use really hot water and really work the water through your hair. when you think you have rinsed enough, rinse some more lol You can put some peroxide on a strand to see if it darkens, if it does keep rinsing.

The package directions should indicate how much to wash and rinse. If you have followed the directions and you feel like you've rinsed enough, do what Wicked Pixie suggested and apply some peroxide to a strand of hair. If the hair darkens, there is still dye in your hair and you need to continue washing and rinsing so that all the dye can be washed out. If you don't rinse properly, your hair will re-darken and the toning will be pointless. Best of luck.  πŸ™‚

Hot water, as hot as you can stand it, is important when washing out remover. You want the cuticles Open (with a capital O lol) hot water does that.

There is a possibility that the colour is trapped by silicon trapped on your hair. If that's happened it'll just continue. What dye did you use initially and do you use straighteners?

Try 20 mins for the toner.
