I've gone to have my hair highlighted blonde (quite dense but still a dirty blonde; she only used 10 volume and I was under the dryer for 20 minutes.)
It's a bit streaky but pretty solid; I'm wanting to lift it to something like this.
the one photo is me, current hair. the second my goal.
is it safe for me to do the high lift ash blonde colour + 20 volume for about 20 mins just for a subtle lift? i don't want to bleach it all out. thank you!
When did you have the highlights added?
You can use a high lift blonde, but it isn't likely to get you to the white blonde in the pic. Hi-lift blonde isn't hugely different from bleach, so you are likely to see warm tones (yellow/orange) rather than that cool platinum shade.
I am a little confused as to what you actually want, 'subtle lift' or the look in the pic?

I'm trying to get to a light ashy blonde with the least damage.
I planned to do a few steps of highlights but now wanted to get my hair a bit lighter and a bit ashier before I go back for more bleach.
I also have wella t18 if it gets too brassy.
Just wondered if the high lift blonde would help lighten my hair between bleaching!

The high lift blonde will lift it several levels, but leave it brassy. I would avoid the wella toner until it is at the level you want. (TBH I wouldn't use it at all, unnecessary dame IMO)
You will have more control and get better results if you use bleach. Either with a very low vol peroxide like your highlights, or a stronger mix diluted with shampoo to make a bleach bath. High lift blondes are not more gentle or less damaging.
If you want to leave some areas dark for low lights you will need to separate them out and cover with foil.
To tone the brass out along the way you can use silvering shampoo/conditioners such as Bonacure or touch of silver. Apply to dry hair and leave on for half an hour or so for maximum results.
ETA your current colour is lovely. I would wait a month after your last lightening session before any further processing. The more you can space them out the better for the condition of your hair. It took me around a year to get from dark brown (including faded black box dye)to the colour in my avatar.
Thank you for this info. I've never tried the toning shampoo on dry hair- great tip!!! Do you mean unnecessary damage? I planned to use the wella for only around 10-15 minutes. You think the violet treatments on dry hair would be a replacement?
I really wanted to avoid going to the salon again for at least another month but I'm going away in April and want my hair to be brighter. This is where the high lift blonde plan came in, just to brighten by maybe a shade. How long do you think I should leave it in for that? I was planning to use 20 volume for about 20 minute and to tone if necessary.
I know it's a big process to get to that photo but i do want it brightened a bit - I can wait a couple weeks before I do the high lift. My level 6.5 ish hair has been ginger for like 10 years, then I went brown and now going blonde. My hair condition seems good considering. I have fine hair, that is insanely thick (think every stylist dreading the hair dryer)

I wouldn't use the blonde dye, do a bleach bath instead.
if you only want a shade or so of lift you don't need a high lift blonde, a regular blonde permanent dye would do, but you won't get the toning effect on darker hair, it will still go brassy.
Because you ultimately want to go lighter, adding more layers of blonde dye is counter productive.
Oxidative toners are basically the same as permanent dyes, anything that uses peroxide is contributing to damage. Bleach damage is cumulative, so not wasting a process on just toning does make a difference.
