Advice for multi-tonal hair?

See pics - Any recommendations on the best/easiest way to hide the fact that it's several different tones? I prefer the cool/silver tones, but right now I just want everything to blend better and look more uniform. There's so many different shades (uneven bleach job) that no matter how much I try to tone it to my liking, some parts will absorb it more than others. I think my only options are:

1. Applying a neutral based demi or semi that is the same shade or 1 shade darker (I realize this is more of a temporary solution)

2. Very carefully spot bleaching parts of my hair to match the lightest portion (which is very, very light)
