Bleaching nightmare

I'm having a bleaching nightmare. The hair began at level 2 Virgin cuticle aligned. They have been co washed.
Products I have:
Wella Blonder Powder
Wellaplex 40% 12vol
 Ion Cream Peroxide 30% 9vol

-Trouble is I don't have a scoop or weighing scales. During bleaching I plastic wrapped saturated and re applied after 30 min .

I worked out a 1:2 ratio with the same spoon at a friends house.

1 spoon – 5g: 2 spoon 10ml
I mixed up 30g to 60 ml in both 30vol 9% and 40vol 12%

How much should I measure out?
Which products? 

Hair has been washed and conditioned and sat in coconut oil.

Should I dilute with water?
Should I apply heat?
Foil or plastic wrap.

What is the end result you want? Is this your hair on your head, or extensions?

Also, why is the hair wet? You never want to wash hair before bleaching. You need the oils and dirt to help protect the hair.

With measuring the products, it's best to go by the recommendations on the bleach powder.
