This is never popular when I say it, but there is no way to make your hair grow faster. It's determined totally by genetics. Eating healthy, getting enough sleep, avoiding stress etc will help to improve the quality of the hair growing, but nothing can make it grow faster.

What do you do to your hair? Is it dyed? Chemically treated in some other way? It sounds like it's breaking for some reason if it's been shoulder length for a year.

Are you bleaching all your hair each time?

Yeah I do most of the time because I've never figured out how to just do my roots

I'm afraid that's very likely the problem. You'll have to start doing just the roots if you want to stop it breaking off and grow it longer. The trick is a mirror in front and a mirror behind and practice :)
