Why won't my hair lift?!

Hi everyone. I'm sitting here right now after about my fourth strand test using L'oreal Quick Blue and Ion Sensitive Scalp Developer. My first strand tests were with 20 volume developer, and now I'm trying 30 volume. I did 40 minutes with 20 volume with no change, and now I'm at half an hour with 30 volume, and no change!
So, for a background, my natural color is about 6 1/2 natural dark blonde/light brown. A few weeks ago I put L'oreal Level 8 Ash on my hair and it turned it sort of reddish, but it was still in very good condition, and I've been doing coconut oil twice a week on it. Why isn't my hair lifting?! I'm mixing the bleach and developer as recommended, and my hair is nowhere near fried, so it makes no sense!
I can't go to a salon, because I have been ill, and will be for a few more weeks at least.

Are you keeping it warm and making sure it doesn't dry out?

But also, why aren't you using a colour remover first? What are you actually aiming for?

You are trying to bleach out permanent colour, so using a colour remover such as One & Only colourfix or Colour Oops will make it much easier to bleach.

I didn't realize I should do color remover before the bleach. Can I do that on the same day? I do have some color oops here, that I was going to use before I decided to go lighter instead. I'm aiming to make my hair about a consistent level 9 blonde all over. Thank you for your responses. :)

Ideally you need to wait a week between a colour remover and anything that contains peroxide. Partly to prevent re-oxidation and partly so your hair and scalp have time to recover as they are very drying. You should only ever bleach dirty hair, never freshly washed.

Thanks, I just did Color Oops. I sure hope that was enough to get out all the color! I'm afraid when I bleach it will end up spotty in case the color didn't get removed evenly. It's really hard to tell. Anyway, It's so bronze now! I'll wait a few days before I bleach. Thanks again!

You can always do another round of colour remover if you think it will even it out
